The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. It has become increasingly difficult for individuals to exercise meaningful control over the personal data they disclose to companies or to understand and track the ways in which that data is exchanged and used. These developments have led to an emerging consensus that existing privacy and data protection laws offer individuals insufficient protections against harms stemming from current data practices. However, an effective and ethically justified way forward remains elusive. To inform policy in this area, we propose the Ethical Data (...) Practices framework. The framework outlines six principles relevant to the collection and use of personal data—minimizing harm, fairly distributing benefits and burdens, respecting autonomy, transparency, accountability, and inclusion—and translates these principles into action-guiding practical imperatives for companies that process personal data. In addition to informing policy, the practical imperatives can be voluntarily adopted by companies to promote ethical data practices. (shrink)

In the present state of philosophy in the English-speaking world, to choose to talk about sense data may seem perverse. What could be more boring for one's audience than to attempt variations on so threadbare a theme? And worse, what could be more unfashionable in the aftermath of Wittgenstein and Austin? My reasons for selecting this unpromising topic are twofold. First, the general theme of this series of lectures is empiricism. And whatever meanings we put upon that ambiguous word, it (...) is clear that as a matter of history the problems of perception have been important problems for nearly all those philosophers who would consider themselves to be empiricists. And however unsatisfactory sense datum theories of perception may now be held to be, such theories have been central to the empiricist tradition. Secondly, it is important not to be too much impressed by the fact that a particular philosophical opinion is fashionable or unfashionable. The former certainly does not guarantee its truth nor the latter its falsity. It has often been remarked that philosophical opinions are very rarely refuted. Instead they fall out of vogue only to return some years later in another guise. It is perhaps time to take another look at the notion of sense data. The most ingenious and persistent attacks on analyses of perception in terms of sense data have been at best indecisive, as Professor Ayer showed in his reply to Austin's Sense and Sensibilia. That both parts of the sentence refer to the same person is now generally agreed; it is not so much that a change of subject would be, as the commentators are wont to say, ‘un-Sophoclean’, but simply that it would be awkward and clumsy. But to whom do the lines refer?D. B. Gregor argues for Clytaemnestra, but despite the apparent force of some of his arguments I cannot agree. He adds too that the reference to echoes the motif of Electra's (...) speech, but it is just as much the motif of Clytaemnestra's speech, in fact more so. Finally, the first part of the sentence, it is true, could be asserted by the chorus on the strength of some such gesture as the heaving of the bosom, but I cannot see how they could then deduce that Clytaemnestra ‘no longer cares whether justice is on her side’. On creating a grammar for living together The article is about the question whether it is possible for South Africans to learn a new common moral language. Six well-known positions are considered: a common political language, a common economic language, a common Biblical language, a common Christian language, a common language of survival, and a common rational language.

Some tradition historical perspectives on Psalm 83 Psalm 83 forms a poetical unit and is the well constructed poem of an artist. It could be divided into two stanzas which contains a cry for help (2), lament (3-9) and several petitions (10-19). This work reflects different tradition historical allusions. The use of prophetic language is immanent, while the faces of the prophets Isaiah, Jeremiah and Ezekiel are elusively present. Two episodes from the history of the Judges (Judges 4-5; 7-8) are (...) utilised to expose its independent function in this psalm. The occurence of a well known Canaanite tradition is further obvious, while the question into the psalm's apocalyptic relationships is negatively assessed. Single motives like the upliftment of the head (3) and the shepherd/flock image (13) fulfil a definite Junction within the psalm’s context. The poet clearly applied historical traditions, motives and images to express an independent function within its context. (shrink)
